Dispersed Water, LLC

Established in 2014, Dispersed Water, L.L.C. specializes in agricultural and environmental water policy, landowner comprehensive, cost-effective water resource projects as well as consultation services to agencies and non-governmental organizations.

 

Dispersed Water, LLC’s mission focuses on providing guidance on state-wide water and environmental issues, professional engineering services that include project authorizations and funding from local governments, and regulatory and cost-share programs.

 

Dispersed Water, LLC offers advanced knowledge of the State of Florida Departments of Environmental Protection and Agriculture and Consumer Services and Water Management District policies and procedures that include surface water/environmental (quantity, quality and wetlands), water use permitting and compliance, statewide Best Management Practices rules and manuals, agricultural exemptions, and project development.

 

Benita M. Whalen

Benita has more than 30 years of water resource experience in Florida and uses a common sense approach to decision making in controversial environments. She is highly skilled in consulting and developing collaborative relationships and specializes in landowner comprehensive water resource projects.  

 

Benita’s career includes more than 21 years as a Director at the South Florida Water Management District (SFWMD). Highlights of Benita’s tenure include creating and developing the SFWMD’s Dispersed Water Management Program, including the Northern Everglades Payment for Environmental Services (NE-PES) Solicitation and Water Farming Public Private Partnership Initiative.

 

Benita has a Bachelor of Science degree in Agricultural Engineering from North Dakota State University and is a licensed professional engineer in the State of Florida.

 

Benita currently serves on the Water Resources Accountability and Collaboration (WRAC) Public Forum and is the Water and Environmental Manager for the Florida Cattlemen’s Association. Her professional affiliations include the American Society of Agricultural Engineers and the American Water Resources Association and formerly served as a Farm Bureau Technical Committee Member, State Technical Committee Member, Central Florida Regional Planning Council Board Member, Florida’s Heartland Rural Economic Development Initiative Board Member, and Okeechobee Economic Steering Committee Member.
